Un an après la guerre ouverte entre le Kanto et le Kansai, Kazuma Kiryu et Haruka Sawamura comptent oublier leur passé lié à Kamurocho en s'occupant de l'orphelinat Morning Glory, sur l'île d'Okinawa.
